Note: This document is a good-faith risk assessment of how ScanItHub manages illegal and harmful user content, prepared to reflect the spirit of the UK Online Safety Act 2023 and the EU Digital Services Act. It is a working document and does not constitute legal advice. It is reviewed by the operator and may be updated following professional legal advice.
1. What the service is
ScanItHub sells QR/NFC codes with built-in hosting. A buyer activates a code and attaches their own content — photos, a short video, an audio clip and/or text — which is then shown on a single private web page reached by scanning that one code.
Key characteristics that shape the risk profile:
- Personal, not social. Each page is tied to one physical code held by one buyer (a pet tag, a keepsake, a gift). There is no feed, no following, no comments, no direct messaging and no discovery/search between users.
- No virality. Content cannot be shared, reposted or amplified to other users inside the platform. A page is only seen by someone who physically scans that buyer's code or is given its link.
- Paid, friction-gated. Activation requires a purchase, which removes the anonymous, zero-cost mass-posting vector that drives most illegal-content abuse.
- Capped. Each code holds a small amount of media (up to 100 MB total).
2. Regulatory context
ScanItHub hosts user-generated content and so may fall within scope of the UK Online Safety Act 2023 (as a service that allows users to encounter content uploaded by other users) and the EU Digital Services Act (as a hosting service). We aim to meet the core duties: assessing the risk of illegal content, operating effective reporting and takedown, acting swiftly on illegal material, and being transparent about our measures.
3. Illegal-content risk assessment
For each priority category we record the likelihood on this service, the potential impact, and our mitigations.
- Child sexual abuse material (CSAM) — Likelihood: low (paid, non-social, no sharing). Impact: severe. Mitigations: prohibited by Terms; report-and-takedown; on credible report we remove immediately, preserve evidence, suspend the account and report to the relevant authorities (e.g. NCMEC / the Internet Watch Foundation and/or police). Zero-tolerance, no refund.
- Terrorism / violent extremism — Likelihood: low. Impact: severe. Mitigations: prohibited by Terms; rapid removal and account suspension on report; escalation to police where appropriate.
- Child-protection / grooming — Likelihood: very low (no messaging, no user-to-user contact). Mitigations: no contact features exist by design; report-and-takedown for any hosted material.
- Intimate-image abuse / "revenge porn" — Likelihood: low. Impact: high. Mitigations: prohibited by Terms; priority takedown on report from a victim or representative.
- Harassment, stalking, threats — Likelihood: low (no targeting/distribution tools). Mitigations: takedown and suspension on report.
- Hate offences — Likelihood: low. Mitigations: prohibited by Terms; takedown on report.
- Fraud / financial offences — Likelihood: low (no commerce or payment features on user pages). Mitigations: takedown; cooperation with payment provider and authorities.
- Drugs / firearms / weapons sale — Likelihood: low (no marketplace features). Mitigations: prohibited by Terms; takedown.
- Encouraging or assisting suicide / self-harm — Likelihood: low. Impact: high. Mitigations: prohibited by Terms; priority takedown; signpost support where appropriate.
Overall assessment: the absence of any social-distribution, messaging or discovery mechanism, combined with the paid, single-owner, low-volume nature of the product, places the platform at the low-likelihood end for illegal-content abuse, while we maintain strong, fast removal processes for the high-impact categories.
4. Safety measures in place
- Automated upload screening. Every upload passes a file-type and content-safety check that verifies the file is a genuine image, video or audio file and blocks executables, scripts, archives and other unsafe file types (including files with a disguised extension).
- Report-and-takedown. Anyone can report content to legal@scanithub.com. We review promptly and remove anything that breaches our Terms or the law. We aim to acknowledge reports quickly and to act on credible illegal-content reports without undue delay.
- Removal, suspension & preservation. We can remove any page's content, revoke a code and suspend an account at any time, without refund, where these Terms are violated. For serious illegal material we preserve evidence and notify the relevant authorities.
- No amplification by design. No feed, sharing, comments, messaging or search between users — illegal content cannot spread on the platform.
- PIN-locked editing. Each live code is protected by an owner PIN, limiting who can change its content.
- Limited footprint. Small per-code media limits and pay-once activation reduce abuse incentives.
5. Children's access
ScanItHub is a paid product aimed at adult purchasers. We do not offer child accounts, profiles, social features or any child-directed functionality. Checkout and account actions are intended for adults.
6. Reporting & complaints
To report illegal or harmful content, or to appeal a removal decision, contact legal@scanithub.com. Please include the code/page link and a description of the issue. We will review every report, act where required, and respond to the reporter where contact details are provided. Data-controller: Andrew David Curtis.
7. Governance & review
The operator is responsible for online-safety compliance. This assessment is reviewed at least annually and after any material change to the service, any significant incident, or relevant regulatory guidance (e.g. Ofcom codes of practice). Records of reports and actions taken are retained.
